民生视角下的重庆市公益性服务设施规划标准研究

摘　　要：文章结合《重庆市城乡公共服务设施规划标准》的编制工作,从民生需求的视角分析了公益性服务设施规划标准编制与实施面临的主要问题,以及当前相关民生需求发展的总体趋势;探讨了公益性公共服务设施规划标准体系的构建,设施配置层级与管理单元的耦合方式等问题,并结合地方实际,补充和优化设施指标,探索了不同层级同类设施布局的原理,以及社区综合服务中心的规划建设标准等。With the compilation of Chongqing Urban and Rural Public Service Facility Planning Standard, this paper analyzes major problems of the standard in compilation and future implementation, and the trend of people＇s livelihood demands. The paper also discusses the construction of planning standard system of welfare public service facilities, integration of facility hierarchy and management units, improvement of facility indices and layout, as well as planning standard of community service center.
