摘　　要：福利企业是我国具有社会保障性质的一种特殊企业,为残疾人安置就业提供了绝佳的平台和机会,促进了残疾人自我价值的实现。但福利企业长期以来独立性差,发展能力不足。随着市场竞争日趋激烈,福利企业的生存发展问题令人担忧。从福利企业顶层设计的角度出发,对南宁市福利企业发展的现状、困境和完善路径进行探究。以期帮助福利企业更好地发展,间接地为我国残疾人社会保障事业的发展提供更大帮助。Welfare enterprises is a kind of special enterprises of our country, which is in the nature of social security.Welfare enterprises is a place that provides a perfect platform and opportunity and promotes the realization of self-worth for the disabled.But welfare enterprises since independence is poor, the development ability is insufficient.With the increasingly fierce market competition, the survival and development of welfare enterprises is of worrying.This paper standing in the perspective of welfare enterprises top design, Discussion the NanNing welfare enterprise development present situation, problems and explore the perfect path.In order to help welfare enterprises to seek better development way, indirectly to provide more help for the development of the disabled social security in China.
