武汉建设海绵城市实现雨水资源化利用的对策

摘　　要：建设"海绵城市"是解决武汉雨水资源时间分布不均、城市排水能力差、地表水利用率较低的有效途径。因此,有必要利用武汉市天然海绵体基础强大、市域内水生态修复工程和基础设施建设规模大的便利条件,借鉴国内外海绵城市建设的经验,整体规划有序实施武汉市海绵城市建设工程。在工程设计上,努力实现天然海绵体与人造海绵体相融合,兼顾建设工程项目的功能性与艺术性,实现水资源利用效率最大化、城市建设最美化、经济效益最大化、生态效益最优化的统一。在制度保障上,建立武汉市雨水资源化利用的引导性措施,设立奖励制度引导普通市民重视雨水资源的综合利用。There exists some issues in water resource in the city of Wuhan, such as the uneven rainwater resource in each period ,the poor drainage ability and the low utilization rate of surface water ,while building a ＂sponge city ＂is the most efficient path to solve these problems. But at the same time, Wuhan city also has some convenient conditions, like the strong natural sponge base,the water ecological restoration projects and the large-scale infrastructure constructions. So it＇s very necessary to take advantage of those benefits ,and use the successful experience of build- ing a ＂sponge city ＂in domestic and overseas for reference daringly,integrated plan and implement the sponge city＇s construction in order. In the aspect of project design, natural sponge and syn- thetic sponge should merge together, which should take into consideration both the functionality and artistry of construction project, and achieve the maximization of water resource utilization, the embellishment of urban construction, the maximization of economic benefit and the optimization of ecological benefit. In the aspect of institutional assurance, the measures of rainwater resource utilization should he taken, and the reward system should be established to guide ordinary citizens to take comprehensive utilization of rainwater resource seriously in Wuhan.
