摘 要:如何合理二次开发集体建设用地是我国经济快速发展地区亟需解决的现实问题,是提高土地利用综合效益的关键。该文以我国广州为例,探讨合理的集体建设用地二次开发策略。调查发现,当前违法建设、违法用地和土地非法交易现象较为严重,行政村居住区域建筑密度过大,宜居舒适度相对较差、公共服务设施严重不足,人居环境较差、经济发展效益较差等问题十分严重。这些问题是由城乡二元管理体制和城镇化发展过程中的各种复杂因素引起的。该文建议:应当建立集体建设用地市场动态监测系统,编制集体建设用地二次开发控制性详细规划,根据产业升级与结构调整的要求进行土地配置及调控,构建外来务工群体住房,以提高低效集体建设用地的社会效益。Re-development strategy of collective construction land is the key to enhancing the benefits and efficiency of the land utility in the region of rapid economic development. Based on the questionnaires and interviews in Guangzhou, the paper analyzes the inefficient utility of collective construction land and its causes. The results show that illegal construction, land violations and illegal trade is serious; high residential building density and the shortage of public service facilities causes uncomfortable living conditions; the low industrial productivity on the land and the separate social management between urban and rural areas exists. Urban and rural binary managing system and the complicated factors during the urbanization lead to those problems. It discusses the reasonable policies for the re-development of collective construction land, such as establishing a dynamic market monitoring system, making the controllable plans in detail, adjusting the land configuration for the upgrading of industrial structure, etc.
