摘　　要：运用创新系统方法分析制定可持续创新政策要解决的关键问题,单向政策向可持续创新政策转型要做到,第一,使得创新政策和环境保护政策相融合;第二,创新系统和政策过程要充分互动,用系统思想推动可持续创新政策服务于可持续发展。In this paper, we apply the innovative systems approach to analyze the key issues of sustainable innovation poli- cy. Suggestions have been made to transform the unidirectional policy to sustainable innovation policy so as to achieve sus- tainable development： （ 1 ） stimulating the development of sustainable innovation policy regime, and integrating innovation with environmental policy regimes ; （2） applying systems thinking, and interacting innovation systems with policy - making processes.
