摘　　要：随着宏观经济结构的变化,煤炭工业遇到了严峻的挑战,尤其是国有煤炭企业面临着更为复杂的风险情景。针对国有煤炭企业全面风险管理问题,探讨"全面风险"的特征和内涵界定,是研究煤炭企业全面风险管理所面临的首要问题。为此,对国有煤炭企业全面风险特征和内涵进行了讨论,在回顾煤炭企业风险研究的基础上,运用比较法、诠释法等分析了国有煤炭企业全面风险的重要特征:生产安全风险特征、资产运营风险特征、社会责任风险特征以及风险交互传染特征,并在此基础上提出国有煤炭企业全面风险内涵模型,该模型指出国有煤炭企业全面风险的主要诱因中某一方面出现的局部风险,可能发生相互作用、进而演化形成全面风险。As the change of macro-economic structure,coal industry falls into severe difficulty,especially the state-owned coal enterprises are facing with the risks of more complex situations.For comprehensive risk management problems of state-owned coal enterprise, the characteristics of comprehensive risk and the connotation definition are the top issues to make clear.So the paper aims to discuss characters and connotation definition of state coal enterprise comprehensive risk.Based on reviewing the study about coal enterprise risk,the important risk characters of coal enterprise are analyzed by methods of comparison and annotation,which include the aspects of production safety,assets management,enterprise social responsibility and interaction of each other.And then the intensive model of state coal enterprise is recommended,which shows that the local risk from one aspect of the main incentives may interact each other and result in comprehensive risk.
