摘　　要：非传统能源安全理论关注能源政策对人类福利以及地球生态系统的影响，包括能源开发、生产、运输、储存和分配等方面发生事故的潜在威胁和能源消费引起的环境效应。在此框架下考察东北亚区域能源安全合作，其核心不是应对能源困境及其引发的地区关系紧张。而是能源全过程安全与技术合作、能源消费与环境合作、能源外交和能源治理等议题的应对。Non-traditional energy security theory focuses the impact of energy policy on human welfare and the ecological system of the earth, including the potential threat of accidents during the exploration, production, transportation, storage and allocation of energy as well as the environmental effect of energy consumption. Examining energy security cooperation in North-east Asia from the framework of non-traditional energy security theory, the key lies not in regional energy dilemma and the tense international relations caused by it, but in dealing with several issues, i.e., the whole-process energy security of technology cooperation, energy consumption and environmental cooperation, energy diplomacy and energy governance.
