山区基本烟田土地整理后续管护问题与对策

摘　　要：分析了山区基本烟田土地整理后续管护工作中的主要问题:制度不健全,责任不明确;管护意识差,参与力度弱;受益区域广,经费落实难;地形落差大,损毁频率高。从理顺产权归属、健全管护制度、筹集管护资金、引导设施使用、示范引领带动、履行监督职责6个方面提出了加强山区基本烟田土地整理后续管护的对策建议。The problems of basic tobacco field consolidation follow-up management in mountainous area were analyzed,such as imperfect insti-tution,undefined responsibility,poor management consciousness,weak engagement,broad benefit area,difficult to carry out the funds,great-topography changes,high damage frequency.From straighten out property right, perfecting the management system,to raise funds of the man-agement,guiding facilities,demonstration led drive,fulfill their duties of supervision six aspects put forward the countermeasures and sugges-tions to strengthen the follow-up management of basic tobacco field consolidation in mountainous area.
