水环境保护治理存在的问题及对策研究——以辽宁省为例分析

摘　　要：水是生命的起源,是人类赖以生存不可缺少的元素之一。随着经济的发展和人口的增长,水生态环境面临严峻的挑战,公共水资源的治理、开发和保护工作刻不容缓。水资源与能源问题、人口与环境问题、水环境污染问题已经成为重要的社会问题,水资源与水环境的保护也越来越受到重视。水环境的保护重在树立协调、绿色、共享的理念,本文主要以辽宁省为例分析水环境保护存在的制度缺陷和法律缺陷,并提出对水环境的管理应在法治的理念下完善水管理的法律体系。Water is the origin of life is one of the elements indispensable to mankind＇ s. With economic development and population growth, water ecology the survival of is facing severe challenges, governance, development and protection of water resources in the public without delay. Water and energy, population and environment, water pollution has become an important social issue, the protection of water resources and the water environment is more and more attention. Protect the water environment focuses on establishing coordination, green, share ideas, this paper in Liaoning Province analysis system defects and legal defects in the presence of water, environmental protection, and make the management of the water environment under the concept of the rule of law should focus on improving water legal system management.
