摘 要:从铁路建设项目物资设备采购角度出发,对采购风险进行系统分析并做出科学度量是建立科学、完善的铁路物资设备采购风险管理的基础。从产品风险和供应商风险两个视角对铁路建设项目物资设备采购风险进行研究。在具体的采购风险度量中,采用了以Vague集理论为基础的模糊物元分析方法,并以信息论中熵权计算方式确定不同指标权重,从而考察各方案与理想方案及负理想方案之间的距离,以此表示出产品风险系数及供应商风险系数。In this paper, from the angle of the material and equipment purchasing in railway construction projects, we analyzed systematically the risk exposure, which we argued was the foundation of a scientific and comprehensive railway material and equipment purchasing risk management system. Next, respectively from the angle of product risk and supplier risk, we studied the material and equipment purchasing risks in the railway construction projects specifically. To measure the purchasing risks, we adopted the fuzzy matter-element analysis method based on the Vague set theory, used the entropy weighting process of the information theory to weight the different indexes so as to examine the distance between the various solutions from the ideal and negative ideal solution which was then used to reflect the product risk coefficient and the supplier risk coefficient.
