摘　　要：坚持以人民为中心的发展思想,就是把提升国民福祉,促进人的全面发展作为经济发展的目标。现实中,人的工具性与目的性形成较为严重的矛盾冲突。缓解对策包括:完善公共产品供给制度,加强政府规制,促进全民所有制下全面共享机制构建,建设以人为本的企业文化等。Adhere to people- oriented development is to take enhancing the well- being of the people and promoting the overall development of the people as the goal of economic development. In reality, people＇s instrumentality and the purpose are under serious confliction. Therefore, relevant measures are put forward： improving the supply system of public goods, strengthening the government regulation, promoting the construction of a comprehensive sharing mechanism under the ownership of the whole people, and establishing the people-oriented corporate culture.
