摘　　要：本文从评价指标的设立、成效评价的实施、评价结果的应用及保障措施等几个方面,提出了检验检疫应对国外技术性贸易措施工作的评价体系,为评价并持续改进检验检疫应对国外技术性贸易措施工作提供方法依据,也为国家质检总局制定应对国外技术性贸易措施工作相关政策措施提供技术支持。This paper proposes an effectiveness assessment system for the technical measures to trade in inspection and quarantine work, which consists of four aspects, including the construction of assessment indexes, execution of effectiveness assessment, application of the assessment results and the guarantee steps, The system provides the technical basis for inspection and quarantine bureaus to cope with the international technical measures to trade, and also provides technical support for AQSIQ to make polices on coping with the international technical measures to trade.
