中国特色大学内部治理体系的协调与建构--基于完善内部权力运行制约和监督体系的视角

摘　　要：建设中国特色大学内部治理体系,是中国高等教育实现治理体系和治理能力现代化的基础。为破解我国大学内部治理体系面临的"权力困境",建立以高校内部权力运行制约和监督体系为支撑的权力协调机制,将是推进中国特色世界一流大学建设的有效途径。为此,以大学中党委权力、行政权力和学术权力等权力要素为核心,重构我国大学内部治理结构、优化权力运行的制度安排,并选择以"大学事务流"为串联和牵引,进而从认知、结构、机制和文化四个维度,构建以"三权三层三制约"为框架的中国特色大学内部治理体系。Constructing the Chinese characteristic university internal governance system is a prerequisite for the modernization of China＇s higher education governance system. The exploring for and establishing of the coordination mechanism based on internal power operation restriction and supervision system should be an efficient path to promoting the world first-class university construction with Chinese characteristics because of the ＂ power dilemma＂ of current Chinese university internal governance. The Chinese characteristic university internal governance system should be the framework in the construction of university internal power operation restriction and supervision system and should be based on the system of ＂ three powers, three layers, three restrictions＂. It should have at the center Party committee power, administrative power with academic power, and extend to the ＂university affairs flow＂. In the meantime, the system should be constructed from such dimensions as cognition, structure, mechanism and culture.
