摘　　要："一带一路"战略正呼唤语言服务与其同步或先行。除了速度,语言服务质量标准应尽快出台。本研究将《欧洲语言共同参考框架》(CEFR)"笔头输出及其策略"中的16个三级能力指标量表编辑成测试表,直接"嫁接"实验测试中国英语学习者,在4个水平的学习者中开展建模测试,获得中国学生在CEFR量表中的自我评价度,量化分析其可行性,进而参考CEFR量表主要内容,揉进中国英语测试大纲标准,提炼出中国目标英语笔头输出能力量表的基础理论模型和典型描述参数,为下一步"嫁接"研究寻找接口。The ＂One Belt One Road＂ policy is calling for synchronous or before-hand language services. In addition to speed, language service standards should be established as soon as possible. Therefore, this study uses the 16 ＂written output and its strategy＂ scales from Common European Framework of Reference for Languages （CEFR） to test 4 groups of Chinese learners of English at different levels. This ＂grafting＂ experiment intends to find the interface between Chinese students＇ self-evaluation language levels and the CEFR scales, quantitatively analyzes its feasibility and ultimately builds a fundamental theoretical model and a parameter description system for China＇ s English writing proficiency scale by incorporating standards from assessment syllabi into the CEFR scales and finds the interface for furthering future.
