摘 要:由于特殊的经济社会背景,我国形成了城乡二元的社会养老保障制度和机关事业单位与企业职工之间的养老双轨制。这种针对不同身份群体区别对待的、分割性的养老保险制度直接造成了不同群体的养老待遇悬殊,并且在政策变迁过程中表现出路径依赖的特征。1978年以后,我国养老保险制度改革不断推进,但养老资源分配不公的问题并未有实质性的改变。养老保险制度路径依赖形成的深层次根源在于既得利益的约束。要突破既有的利益格局,实现养老政策的公平取向,不仅需要顶层设计,也需要构建合理、开放、平等的政策博弈平台,通过不同群体充分的意见表达、理性的协商与沟通,实现政策的"公共性"。Due to the special economic and social background,China has formed a dual system of urban and rural social old-age security system and the old-age pension system between government institutions and enterprise employees. Such a differentiated treatment for different groups,the split endowment insurance system directly caused by different groups in the pension disparity in treatment,and in the course of policy changes show path dependence characteristics. After 1978,China's pension system reform has been advancing,but the problem of unfair distribution of pension resources has not essentially changed. The deep root of the path dependence of endowment insurance system lies in the restriction of vested interests. To break the existing pattern of interests and achieve a fair orientation of pension policy,not only need top-level design,but also need to build a reasonable,open and equal policy game platform,through different groups full of views,rational consultation and communication,in order to achieve Publicity of Policy.
