积极分子与政治结构的稳定性--基于非公党建行动者策略的考察

摘　　要：在国家的政治结构中,以私营企业主为代表的新社会阶层是国家政治稳定的安全阀,而在非公企业的政治结构中,党组织活动中的积极分子是企业内部政治稳定的安全阀。"积极分子"的解释框架,包含了党组织力量和社会网络两个重要维度。通过在三省五市开展的问卷调查和结构式访谈,考察了四种不同类型的非公党建行动者有可能成为积极分子的情况。其中,越靠近党组织力量和社会网络,他们成为积极分子的可能性就越大。分析认为,积极分子与政治结构的稳定性之间存在正向关系,积极分子能够促进政治结构的稳定。因此,执政党可以通过调动积极分子的积极性,以实现党组织有效嵌入公司治理和改善执政党与社会的关系,从而促进政治结构的稳定。In the national political structure, the new social stratum represented by the private sector could be regarded as the safety valve of national political stability; while in the political structure of non-public enterprises, those activists from party activities play the same role of the safety valve in the enterprises＇ internal political stability. The interpretation of above-mentioned activist includes two outstanding dimensions of the Party forces and social networks. The author has conducted surveys and structured interviews in five cities among three provinces. During the study the author examines the cases in which the actors of four different types are likely to become activists in non-public party building. Among the four types of actors, the closer ones to the Party organizations and social networks are more likely to become activists. By analysis we have concluded a positive correlation existing between the activists and the political structure stability, that the activists can promote stability of political structure. Therefore the ruling party can mobilize the enthusiasm of activists to achieve an effective governance of the enterprises embedded by party organization, improving the relationship between the ruling party and society to stabilize the political structure.
