大学预算共同治理机制及其改进

摘　　要：从多元角度看,大学具有学术组织、科层组织、经济组织的三重属性,共同治理是平衡三重属性之间矛盾的有效治理模式。大学预算作为资源配置的主要方式,具有平衡政府宏观控制、市场配置调整、高校学术自治等根本诉求的功能。但由于预算的行政主导、资本扩张垄断的内在张力,导致大学学术组织这一根本属性的弱化和扭曲,为此,迫切需要重构大学预算的共同治理模式。在我国法律框架下,设立高校拨款委员会、构建学术主导决策机制、扩大预算民主参与是可行的选择。From the perspective of diversification, the university has three attributes, namely, academic organization, bureaucratic hierarchy structure and economic organization, and governance is the effective model to balance the three contradictions. As the main way of resource allocation, the university budget has the function of balancing the government＇s macro-control, market allocation adjustment and academic autonomy. However, due to the inherent tension of budget administration, capital expansion and monopoly, the fundamental attribute of university academic organization is weakened and distorted and it is urgent to reconstruct the common governance mode of university budget. Under the framework of Chinese law, it is a feasible choice to set up the Committee of university funding, to construct the academic leading decision making mechanism and to expand the democratic participation in the budget.
