摘  要:工业工程的理论和方法发展成熟,不仅应用在制造业,也可以应用到服务业中。排队论作为运筹学的分支,已经运用在各种服务系统中,测量服务效率、找出系统瓶颈,作为设计和优化系统运营的方法;工作流程的优化和改进是提高生产率的一个热点,流程再造方法的应用是通过现有流程的分析和重构,大大缩短了整个流程时间。本文尝试以流程再造理论为指导,利用定量化手段,将工业工程的方法运用到信息服务领域,对科技查新工作流程优化,进一步解决忙季的系统瓶颈,提高效率、服务质量,降低服务成本。The theory and method of industrial engineering are mature. They are used not only in the manufacturing industry,but also in the service industry. As a branch of operation research,queuing theory has been applied in various service systems. As the method of designing and optimizing system operation,it can measure service efficiency,bottleneck of system. The optimization and improvement of the working flow is a hotspot issue of improving productivity. This paper attempted to process reengineering theory as a guide,with quantitative means,appling industrial engineering method in the field of information service. The optimization of Science and Technology Novelty Retrieval work flow would solve the bottleneck of system in busy time,improve efficiency and service quality and reduce service costs.
