对《中央级公益性科研院所基本科研业务费专项资金管理办法》修订内容的解析及思考

摘　　要：基本科研业务费主要用于支持公益性科研机构等的优秀人才或团队开展自主选题研究,基本科研业务费的设立,在一定程度上缓解了财政性科研经费的竞争压力,初步形成了长期稳定支持的机制,对科研院所的持续发展和自主创新能力的提高,特别是培养优秀青年科研人才发挥了重要的作用。文章简要介绍了基本科研业务费项目的来历及发展现状,对比分析了新、原《中央级公益性科研院所基本科研业务费专项资金管理办法》,提出了新《中央级公益性科研院所基本科研业务费专项资金管理办法》实施后面临的新问题,以期为各科研机构制定符合本单位实际的资金管理实施细则提供理论借鉴。Basal Research Fund is mainly used to support the excellent talents or teams to carry out independent researches in public welfare scientific institutions. Establishment of Basal Research Fund in a certain extent alleviated the competition intensity of financial research funds, initially formed a long-term, stable support mechanism, played an important significance to the sustainable development and independent innovation ability of scientific institution,especially for the cultivation of outstanding young scientific research personnel. The origin and present development situation of Basal Research Fund was briefly introduced in the paper. Through comparative analysis of the new and old version of ＂Management Method of Basal Research Fund of Central Public Welfare Scientific Institution＂, main contents of the revision of the new version were expounded. New problems after the implementation of the new version were put forward. This provided a theoretical basis to formulate implementation details of the fund management suitable for the actual situation of scientific institution.
