四川省农业科技创新团队建设实践与思考——以四川省农业科学院为例

摘　　要：科技创新团队是实现自主创新、增强科技创新能力和提升竞争力的重要力量,团队建设已成为科研院所人才资源开发和管理的重要内容。文章以四川省农业科学院为例,在阐述农业科技创新团队内涵和特征的基础上,总结了该院创新团队的建设成效,从体制机制创新、创新团队的培养及争取政策支持等方面论述了创新团队建设的主要做法,分析了创新团队建设中存在的问题及产生的原因,并从经费支持、条件平台建设、领军人才培养、支持机制及保障措施、团队文化建设等方面提出了加强科技创新团队建设的对策和建议。Science and technology innovation team is an important force to achieve independent innovation, enhance scientific and technological innovation ability and competitiveness. Team building has become an important part of human resources development and management in scientific research institute. Taking Sichuan Academy of Agricnhural Sciences （SAAS） as an example, the connotation and characteristics of agricultural science and technology innovation teams were elaborated in the paper. Achievements of construction of agricultural science and technology innovation teams in SAAS were summarized. Practice of innovative team building were discussed in the paper from the aspects of system and mechanism innovation, innovation team trainning and striving for policy support. Problems and reasons existing in the construction of innovation teams were analyzed. Finally, some countermeasures and suggestions to enhance the innovation teams were put forward, such as the financial support, construction of platform, training of leading talents, support mechanism and safeguard measures, construction of team culture and other aspects.
