对口援藏资金投入对西藏中南地区旅游经济发展的效果评估与建议

摘　　要：西藏中南地区是国家重点开发区域,旅游业已成为该地区的重点发展产业。自2001年我国第四次西藏工作座谈会召开以来,对口援藏省市加大了对该地区的资金投入力度,推动其旅游业快速发展。选取2002—2013年西藏中南地区11个对口援藏省市的四个援藏周期资金投入为研究样本,得出对口援藏省市资金投入每增加1亿元,西藏中南地区旅游总收入和国内旅游收入平均分别增加7.58亿元和7.33亿元,表明对口援藏省市资金投入对西藏旅游经济发展具有显著促进作用,尤其对国内旅游发展促进作用更强。同时,分别测算出西藏中南地区11个对口援藏省市资金投入产生的旅游经济发展效果、区域差异与影响因素,并提出提高对口援藏资金投入的旅游发展效果政策建议。South - central area in Xizang became a national key development region, tourism became the key development industry. Since the fourth central Xizang work forum, counterpart assistance provinces in Xizang increased the intensity capital input to promote the rapid development of the tourism industry. Selecting the 11 counterpart assistance provinces four periods of south - central area in Xizang as the research sample from 2002 to 2013, this paper calculated counterpart assistance provinces in Xizang capital input increases 100 million yuan, total tourism revenue and domestic tourism revenue of south - central area in Xizang increased by 758 milhon yuan and 733 million yuan respectively. This study showed that counterpart assistance provinces in Xizang capital input had a significant promoting effect on the development of tourism economy in Xizang, especially for the pro- motion of domestic tourism development. Calculated the tourism effect, regional difference and influence factors of the 11 counterpart assistance prov- inces in Xizang capital input respectively and put forward policy recommendations to improve the effect of their counterpart assistance in Xizang.
