转型期财政项目制研究述评

摘　　要：财政项目制是目前国家向农村输入财政资源以解决农村公共品需求问题的主要方式。对主流学术界关于财政项目制的内涵及其本质、形成原因、主要特征、运作方式和结果异化等方面研究成果进行梳理,发现既有的研究主要集中关注了宏观的国家体制和国家治理层面,缺乏基于村庄视角的内在机制分析,提出财政项目制研究仍然具有"重心下沉"的空间和必要性。Project system is the main way to transfer the financial resources to rural areas to solve the problem of rural public goods. In this paper, through the research results of the academic circles, which include the essential connotation, main characteristics of the project, system formation, operation mode and the alienation about the project, it is found that the existing researches mainly focus on the macro institutional and governance level, and lack internal mechanism analysis based on the perspective of the village. Therefore, the research of project system still has the space and necessity of＂gravity sink＂.
