政府行为、市场机制与产业转移——基于皖江城市带承接产业转移示范区的研究

摘　　要：以皖江城市带承接产业转移示范区为例,以产业转移规模为被解释变量,以政府政策为核心解释变量,实证分析了政府行为对产业转移的影响,结果表明在承接产业转移的过程中,地方政府为了争夺制造业投资,以各种优惠政策为手段,扭曲了企业的生产成本结构,使得企业的区位选择更多的是基于政府政策的考量,而非传统的集聚经济效应考虑,从而做出所谓理性的选址决策。Taking undertaking industrial transfer demonstration area of Wanjiang City Belt as the example,the industrial transfer scale as the explained variable,and the government policies as the core explaining variable,it analyzed the influence of the government behavior on industrial transfer in the paper. It showed that in the process of undertaking industrial transfer,local governments competed for manufacturing investments by means of a variety of preferential policies and the enterprises＇ production cost structure was distorted. So that the enterprises made location choice by considering the government＇s policy rather than traditional agglomeration economy effect,making the so-called rational location decisions.
