中国应对外部海洋制衡的对策分析

摘　　要：当前针对中国的外部海洋制衡既严重威胁着中国国家安全,也阻碍着中国与周边海洋国家建立友好关系。中国欲走出外部海洋制衡的困境,需要从三个层面进行新的战略设计:首先,巧妙部署海洋军事力量,维护海洋新现状,防止海洋事态进一步恶化;其次,积极推进"一带一路"战略,大力发展新丝绸之路贸易,化解外部海洋制衡带来的经济后果;再次,增加海洋公共服务份额,建立负责任的海上大国形象,逐步弱化外部海洋制衡思维。The current external maritime checks and balances against China is not only a serious threat to China＇s national security but also a barrier to the establishment of friendly relations between China and neighboring marine countries. If China wants to step out of the dilemma of external marine checks and balances,it needs to carry out new security strategies at three levels. Firstly,efforts must be made to adeptly deploy its military power and to maintain the new status quo of the disputed marine areas so as to prevent the further deterioration of the situation.Secondly,great pains must be taken to actively implement the One Belt,One Road＂strategy and to vigorously develop the trade with countries along the new Silk Road so as to resolve the economic consequence caused by external marine checks and balances. Thirdly,no efforts should be spared to increase China＇s share of marine public services and to establish China＇s image as a responsible maritime power in order to gradually mitigate the thinking of external marine checks and balances.
