摘　　要：介绍了我国在泡沫塑料行业淘汰消耗臭氧层物质所取得的主要进展,并分析了《关于消耗臭氧层物质的蒙特利尔议定书》(以下简称为《蒙特利尔议定书》)公约遵约机制的基本特点以及遵约机制对我国泡沫塑料行业消耗臭氧层物质淘汰的影响;在"十三·五"期间,我国应进一步加强对消耗臭氧层物质的管控,加大对履约工作的支持力度,确保国家如期实现公约履约目标。The article introduced the implementation progress of ODS phase-out in foam sectors in China, aiad analyzed characteristics of the compliance mechanism of the Montreal Protocol as well as its influence on ODS phase-out in foam sectors. During the 13th Five-year Plan period, China will further enhance ODS management, and increasingly strengthen its efforts and support on the compliance tasks in order to ensure its achievement of phase-out targets as stipulated by the Montreal Protocol.
