摘　　要：基于对美国城市地下管线安全管理的深度考察和数据分析,概要介绍"811一呼通"运营管理体系及成效;全面梳理我国当前城市地下管线设施管理现状及安全隐患;通过分析比较,提出我国城市地下管线设施安全管理长效机制建设的框架性建议。旨在通过行业协会的牵头探究,为政府和社会对城市地下管线安全管理机制建设提供有价值的参考方案。Based on deep investigation and data analysis of urban underground pipeline safety management in USA, outline introduces the operating management system and effectiveness of ＂811 one call through＂ ;Comprehensive combes China＇s current urban underground pipeline facilities management status and security risks;Through analysis and comparison, the frame suggestion of long term echanism construction of urban underground pipeline safety management in China is put forward.By exploring the lead by industry associations, aims to provide a valuable reference for the construction of urban underground pipeline safety management mechanism for the government and society.
