基于灰色关联模型的“新四化”发展水平测度研究——以湖南省14个市(州)为例

摘　　要：工业化、信息化、城镇化、农业现代化(简称为"新四化")的发展水平是衡量区域经济发展的重要指标。根据工业化、信息化、城镇化和农业现代化之间的相互作用机理,设计了"新四化"发展水平评价的指标体系。并引入2004—2012年湖南省14个市(州)的"新四化"相关数据,采用熵值-灰色关联分析综合评价了湖南省14个市(州)的"新四化"发展水平。研究发现,湖南省14个市(州)的"新四化"发展水平极不均衡,存在强者愈强,弱者愈弱的"马太效应"。因此,应进一步理顺四化同步发展思路,在机制建设、城乡一体化、互动融合、区域协调4个方面进行改革创新,促进"新四化"同步发展。Industrialization, IT application, urbanization and agricultural modernization（referred to as＂NewFour Modernizations＂） development are significant index to measure regional economic development.According to the mechanism of interaction among industrialization, IT application, urbanization andagricultural modernization, the author designed an index system of the development level of＂New FourModernizations＂evaluation. By introducing relevant data of＂New Four Modernizations＂of 14 cities in HunanProvince, the author comprehensively evaluated the development of＂New Four Modernizations＂level in the 14 cities based on the entropy and the grey relational analysis. The study found that the development level of＂New Four Modernizations＂in the 14 cities was significantly uneven, there was ＂Matthew Effect＂, in which thestrong one was getting to be stronger, and the weak one was going to be weaker. Therefore, we should furtherstraighten out the four modernizations synchronous development, implement reformation and innovation in fouraspects, including mechanism construction, urban- rural integration, interactive fusion and regionalcoordination, to promote the synchronous development of＂New Four Modernizations＂.
