绿色发展理念下的政府责任机制变革探析

摘　　要：党的十八届五中全会提出的创新、协调、绿色、开放、共享的发展理念,是管全局、管根本、管长远的导向。作为"五大发展理念"之一的绿色发展理念对政府主体责任及责任机制建设提出了新要求,必须通过全面深化改革推进政府责任机制的绿色变革:一方面,推进政府责任保障和激励机制的绿色变革,用体制机制确保政府能合法地、积极地履行绿色发展职责;另一方面,推进政府责任约束和惩罚机制的绿色变革,对政府及其工作人员的行为进行约束,并给予未履行或未正确履行绿色发展职责的政府及其工作人员以惩罚。只有充分发挥政府责任激励和惩罚这两种机制的作用,才能促进政府更好地履行绿色发展责任。The fifth plenary session of the 18 th CPC central Committee proposed the five development concepts of ＂ innovation,coordination,going green,opening and sharing＂ to guide the overall,fundamental,and long-term development of China. Green development concept,as one of the ＂ five development concepts＂,has put forward new requirements for government responsibility and responsibility mechanism construction. That is to promote the green revolution of government responsibility mechanism through deepening on the reform in a comprehensive way. On the one hand,promotion of the green revolution of government responsibility guarantee and encouragement mechanism,with institutional mechanisms to ensure that the government can legitimately and actively fulfill duties of green development. On the other hand,promotion of the green revolution of government responsibility restraint and punishment mechanism is restraining the behavior of the government and its staff,and punishing the government and its staff who fails to perform or do not properly perform green development responsibilities. Only by giving full display to the role of these two mechanisms of government responsibility encouragement and punishment can the government to better fulfill and promote the responsibility of green development.
