摘 要:农村集体建设用地制度是农村土地制度的重要内容,准确把握农村集体建设用地的性质和功能是农村土地管理制度改革的基础。通过对城乡建设用地增减挂钩政策进行政策梳理和比较分析,指出农村集体建设用地具有可复垦性是城乡建设用地增减挂钩政策得以实施的前提,同时也决定了城乡土地的增减具有不可逆性。由于错误地利用了农村集体建设用地的基本性质,城乡建设用地增减挂钩政策既没有保障粮食的有效供给,又没有确保经济的长远发展。农村集体建设用地应作为国家粮食市场的"调节器"进行管理和保护。The rural collective construction land is an important part of the rural land system. Accurately grasping the nature and function of the rural collective construction land is the important foundation of the reform of the rural land management system.Through policy and comparative analysis on urban and rural construction sites linked to changes in policy,this thesis points out that the rural collective construction land of reclamation is the premise of urban and rural construction sites linked to changes in policy,which is to be implemented,and also determines the changes in the urban and rural land is irreversible. Due to the wrong use of the basic nature of the rural collective construction land,urban and rural construction land and increase or decrease policy has not played a role in ensuring food supply,but also does not play a role in ensuring economic development. The rural collective construction land should be managed and protected as a regulator of the national food market.
