大学权力秩序重构与大学治理的现代化——基于社会参与大学治理的视角

摘　　要：合理的现代大学治理结构必然是权力多元的。我国传统高等教育管理模式的缺陷源于高度一元化的权力谱系,因此,重建以政府权力、社会权力、大学权力为主要构成的权力秩序是我国传统高等教育管理模式实现向大学治理转变的客观选择。而当前所提出的大学治理体系和治理能力的现代化,就其本质而言是指大学治理达致善治之状态,在这个过程中,必须建立起有效的社会参与体系,以市场或社会权力协调政府与大学权力的关系,这是推进并最终实现大学治理现代化的路径选择。A reasonable modern university governance structure must be one with pluralistic powers.The defects of our traditional higher education management mode lie in the power spectrum that calls for high uniformity.Therefore,in order to realize the transformation from traditional higher education management mode to university governance,the objective choice is to reconstruct the power order mainly composed of the powers of government,society and university.The modernization of university governance system and governing ability,as advocated nowadays,is in essence to pursue the good governance of the university.In this process,the effective system with social participation needs to be established,so as to coordinate the imbalanced relation between government power and university power through social and market power,which is the path choice of realizing the modernization of university governance.
