服务型政府理念背景下我国政府体育职能转变研究

摘　　要：政府体育职能的根本目的就是为所有社会群体和阶层提供普遍的、公平的、高质量的公共体育服务。但我国政府体育职能中存在着"政府失灵",主要表现为:政府在体育职能中的缺位,导致宏观调控力度不够;政府在体育职能中的越位,极易导致寻租和腐败;政府在体育职能中的错位,营造了不平等的竞争环境。为实现政府体育职能由管理型向服务型转变,政府应该弥补缺位,治理市场失灵;隔断越位,赋权于社会;纠正错位,各司其职。The fundamental purpose of the government sports functions was to provide general, equal and high quality public sports service to the society. However, in China, the government has not yielded their functions well in providing the public sports service so that corruption and unfair competition were seen. It was urgent that the government should correct all the mistakes and serve the public.
