少数民族地区经济发展的治理模式建构与政府职能转变

摘　　要："十三五"时期是全面建成小康社会的时间节点,少数民族地区的经济发展关系到政治稳定、社会和谐、治理贫困等重大问题的解决。但由于自然、历史等多方面原因,少数民族地区不具备发达地区市场经济的历史和社会基础。本文通过比较分析不同分析范式的异同点,指出少数民族地区"政府—社会—市场"的治理分析框架更加适用,同时就建构治理模式和转变政府职能提出相应的对策建议。The 13th Five -Year is the time frame for us to build a moderately prosperous society in an all -round way. The economic growth in ethnic minorities regions is important for political stability, social harmony and poverty alleviation. However, due to natural and historical factors, historical and social foundation for market economy in the developed areas is not available in these ethnic minorities regions. By comparing and analyzing the similarities and differences of various analytical paradigms, the writer indicated that the ＂government - society - market＂ framework of governance and analysis is more suitable for the ethnic minorities regions. The writer also provided his suggestions on establishment of governance model and transformation of government functions.
