从行政区划调整到同城化规划--中国区域管治的转向

摘　　要：随着经济全球化和区域一体化进程不断加深,行政边界的"屏蔽效应"特征成为区域协调发展的障碍。中国行政区划存在"地方市场分割"发展问题,政府通过"经济区建设"、"撤县(市)设区"等行政兼并方式具有负面效应,而"同城化"将逐步成为协调区域发展的新的区域管治模式,是中国区域空间管治转向的重要标志。但同城化地区管治面临管治主体层级差异、规划内容衔接失效和跨界合作激励缺乏三方面的困境,而同城化规划实施过程中通过交流和协商来解决矛盾和实现协调成为共识达成的平台,为未来区域管治转向的重要手段。随后,本文提出从基本任务、工作框架和编制程序三方面来构建同城化规划编制的整体框架,为同城化地区规划制定提供借鉴和参考。In the era of globalization and regionalization, the ＂shielding effect＂ of administrative division border is the obstacle of regional coordinative development. Literatures and researches demonstrate that Chinese administrative division leads to ＂local market segmentation＂, and there are certain negative impacts caused by the administrative measures like ＂constructing Economic Zone＂ or ＂replacing county （city） with region for coordinated management＂. Crossboundary governance gradually becomes a new pattern for regional coordinative development, as well as a significant symbol for the transformation of regional spatial governance in China. However, cross-boundary governance is facing a dilemma formed by the issues such as hierarchical difference of governing main bodies, invalidation of planning cohesion, and lack of integration incentives, so a consensus is reached that means of communication and negotiation should be adopted to realize the transformation of regional governance. Moreover, the paper draws an integrated framework for the construction of cross-boundary planning system from perspectives of the basic tasks, the work description and the programming, in order to provide references for urban integration planning.
