全面从严治党与反腐倡廉建设新思考

摘　　要："党要管党、从严治党"是中国共产党一贯坚持的基本原则,反腐倡廉建设是一项关系党生死存亡的强基固本战略工程。随着中国社会转型发展,新时期腐败现象出现许多新特点,即腐败主体多元化、腐败类型多样化、腐败行为集团化、腐败手段现代化和腐败问题国际化。针对这些新形势、新情况和新问题,加强党的建设,推动全面从严治党伟大工程,必须构建多元化、立体化的反腐倡廉体制机制,形成不敢腐的惩戒机制、不能腐的防范机制和不易腐的保障机制,从中国共产党组织建设和制度建设上彻底拒绝腐败、远离腐败和消除腐败。That ＂the Party exercises self-discipline and is strict with its members＂ is a cardinal principle which the Communist Party of China always upholds. And combating corruption and upholding integrity is a strategic project which helps strengthen and consolidate the Party＇s ruling position and is crucial to its survival. With the transformation and development of Chinese society, new features have showed in corruption in the new period, such as the plurality of corrupt principal part, the diversification of corrupt type, the collectivization of corrupt behavior and the modernization of corrupt means. Directed at such new situations, new conditions and new problems, strengthening the Party building by implementing the great comprehensively-strengthening-Party-discipline project requires that a plural comprehensive system and mechanism for combating corruption and upholding integrity be established, in other words, mechanisms, such as a punishment mechanism under which one doesn＇t dare to corrupt, a prevention mechanism under which one cannot corrupt and a security mechanism under which one is kept away from corruption, all be established in order that the Communist Party of China could refuse, stay away from and eradicate corruption systematically and thoroughly.
