摘　　要：目的:分析基本药物制度对新型农村合作医疗参合农民医疗服务利用率的影响,为制定相关政策提供参考。方法:采用断点时间序列研究设计,收集陕西省蓝田县新农合系统内2009年1月-2014年12月基层医疗机构的门诊补偿人次和住院补偿人次,进行分段回归分析。结果:国家基本药物制度实施前后,新农合参合农民的门诊就诊率水平和趋势都无显著变化;住院率水平虽无显著变化,但在长期趋势上呈现上升,具有显著性差异。结论:国家基本药物政策的实施并未改变新农合患者到基层医疗机构门诊就诊的情况,但在一定程度上提升了参合农民在基层医疗机构的住院服务利用率。Objective： To analyze the impact of the implementation of essential medicines system on the hospitalization rate of the new cooperation medical system（NCMS） participants, and to provide reference for formulating relevant policies. Methods： Using interrupted time series（ITS） study design, we collected the NCMS data from Jan. 2009 to Dec. 2014 in Lantian County of Shaanxi Province and conducted segmented regression analysis. Results： There was no significant difference in the outpatient rates before and after the implementation of the essential medicines system. There was no significant difference in the hospitalization rate, however, it displayed an increasing trend in the long term. Conclusion： The implementation of the essential medicines system had no impact on the outpatient rate. However, it to some degree increased the hospital service utilization rate of new cooperation medical system participants in primary health institutions.
