摘　　要：日本三元社会结构中,政府部门、私人企业和社会组织形成良性互动。一方面,日本社会组织通过参与紧急援救、环境保护、社会福利、社区营造和国际事务等领域的活动弥补日本政府部门的失灵,而日本政府则通过政府购买服务为日本社会组织提供资金保障;另一方面,日本社会组织通过帮助企业履行社会责任、监督企业行为、提高人力资本素质、缓解就业压力和参与国际事务等手段帮助克服市场的失灵,而通过社会资本合作,日本社会组织也获得了自身发展所需的资金、管理和技术。鉴于日本政府购买服务、社会资本合作与社会组织发展的逻辑关系,我国应从以下几个方面开展工作:提升组织独立性、完善相关法律法规和科学划分公共资源范围。In Japan, government departments, private companies and social organizations have positive interactions forming the ternary social structure. On one hand, Social organizations make up for the failure of the Japanese government in emergency rescue, environmental protection, social welfare, community building and international business. The Japanese government provides funding for the Japanese social organizations through government services procurement. vereome the failure of the market in corporate social On the other hand, social organizations help to oresponsibility, monitoring corporate behavior, improve the quality of human capital, ease the employment pressure and international business. Japanese social organizations also received funding, management and technology needed for their own development through Public -Private Partnership. The successful us a lot of valuable enlightenments such as enhance development of Japanese social organizations provide organizational independence, optimize relevant laws and regulations and scientifically divide boundaries of public resources.
