摘　　要：目的了解《上海市公共场所控制吸烟条例》(下称《控烟条例》)规定的各类公共场所实施控烟的情况,为政府制定控烟政策、策略提供依据。方法采用观察法对上海市闸北区教育机构、卫生医疗机构、餐饮娱乐场所等《控烟条例》中规定的18类场所,共105处监测点进行连续5年控烟监测。结果《控烟条例》实施后,公共场所控烟环境情况较《控烟条例》实施前都有明显改善,禁烟标志张贴增加到92.63%,控烟举报电话的设置增加到70.53%。其中《控烟条例》实施后半年改善情况最为明显,近3年部分指标有下滑趋势。结论《控烟条例》实施后,闸北区各类公共场所的控烟环境已经明显改善,但是《控烟条例》的执行依旧存在一定问题,呼吁早日为室内全面无烟环境立法。Objective To understand the implementation status of Regulation for Tobacco Control in various public places, and provide evidence for government to formulate policies, strategies of smoking control. Methods By the method of inspection, a total of 105 monitoring points in 18 kinds of places were selected for continuous monitoring of tobacco control, including education organizations, health and medical institutions, catering and entertainment places and others in the provisions of regulation. Results After the implementation of Regulation, the public tobacco control environment was improved dramatically. The percentage of ＂No smoking＂ signs was increased to 92. 63%. The Percentage of Tobacco control report telephone set was increased to 70. 53%. There had the most obvious improvement in half a year after the implementation of the regulations. Conclusion After the implementation of the Regulation, the smoking control environment has improved significantly in various public places in our district, but there still had certain problems. It is necessary to create tobacco control supported environment to establish a long-term mechanism for tobacco control by advocating smoke-free policy.
