引黄济津(潘庄线路)输水矛盾与问题探讨

摘　　要：引黄济津(潘庄线路)是国务院同意、水利部批复实施向天津市供水的应急输水工程。运行5年来,河道沟渠过流能力不足、引黄济津和当地用水矛盾突出、带冰输水险情难控、水质安全难以长时间保障、上下游统筹调度难度大等问题逐渐显现。在实地调研的基础上,综合多方意见,提出了化解这些输水矛盾和问题的建设性措施,以期保障该线路继续成功实施,并为同类调水工作提供经验借鉴。The construction of Yellow River - to Tianjin City water diversion project was authorized by the State Council and the Ministry of Water Resources for the emergency water supply. The various water delivery conflicts and issues gradually appeared during five years of operation, including flow insufficiency in water way, water supply conflicting with local interests, ice dangerous, water quality safety, and water supply management. Based on field investigation results and comprehensive opinions in all aspect, the countermeasures are proposed focusing on resolvinq those problems, the experience benefit upcomina water diversion proiects.
