摘　　要：为了进一步了解网约车新政的颁布对整个网约车市场的影响,本文首先从新政出台的必要性出发,阐述了网约车市场一直以来都存在的合法性、安全性等问题。其次,通过与征求意见稿中某些内容进行对比,得出新政之变所产生的意义及其带给整个网约车市场的影响,各网约车企业抓住契机加强优化改革。最后,本文就新政在各地落实所引发的争议进行分析,提出制定各地实施细则应注意因地制宜,着重发挥市场机制的作用,不断促进传统出租车与网络约租车融合发展,最终达到多方共赢的效果。The new policy has legalized online car-hiring services, and it plays an important role in the long-term development of online ear-hiring market. To further understand the impact of the new policy on the entire online carhiring market, firstly, the article analyzes the necessity of the introduction of the new policy. It describes there has been legitimacy, security and other issues in the market. Then, compared with some context of draft, it reaches the significance of the change of the new policy and the impact on the online car-hiring market. All the enterprises seize the opportunity to strengthen the optimization and reform. Finally, the article analyzes the controversy that triggered by the policy implementation in various regions. It proposes that the implementation of policy should note the local conditions, pay attention to the role of market mechanism, promote the integrative development of cruising taxi and online car-hiring, and achieve a win-win effect.
