“一带一路”战略之中俄铁路通道发展对策研究

摘　　要：中蒙俄经济走廊是我国"一带一路"战略着重打造的六条国际经济合作走廊之一,也是"一带一路"战略首个正式实施的多边经济合作走廊。中俄铁路运输通道是中蒙俄经济走廊的重要组成部分,是两国继续深化全面战略协作伙伴关系、加强务实合作的重要领域。本文在分析中俄已建成的三条跨境铁路通道和铁路口岸主要货类情况的基础上,深刻剖析提升既有铁路通道服务水平和建设新铁路通道的重要意义。通过进一步梳理中俄铁路通道建设和发展面临的四个突出问题,提出"一带一路"倡议下我国推进中俄铁路通道建设和发展的对策建议。China, Mongolia and Russia economic corridor is one of the six international economic cooperation corridors in the Belt and Road Initiative. It is the first official implementation corridor of the multilateral economic cooperation in six international economic cooperation corridors. Sino-Russian railway channel is an important part of China, Mongolia and Russia economic corridor. Sino-Russian railway channel is an important area for China and Russia to continue to deepen the comprehensive strategic partnership. Based on the analysis on the current situation of the three Sino-Russian railway channels and the main types of cargo in railway ports, we discussed the deep significance of improvement in service level of existed railway channels and the construction of the new railway channels, and put forward countermeasures and suggestions of promoting construction and development of the Sino- Russian railway channels in the Belt and Road Initiative.
