摘  要:目前我国小型水库降等与报废工作已经有了积极进展,但一些关键性技术问题还需研究突破。为科学评估小型水库降等、报废或除险加固,引入技术经济学理论,创新提出成本效益评价模型,建立了成本效益评价指标体系。以一座已报废的水库——青海省扎子河水库为例进行测试,结果表明:评价指标体系与评价模型是科学合理和实用可行的,与水库降等报废评估结果的对比,一致性也较好。At present, progress has been made in downgrading and decommissioning of small reservoirs in China, but some critical technical issues still need further research. In order to scientifically evaluate downgrading, decommissioning and danger elimination and reinforcement of small reservoirs, drawing on technological economic theories, a cost - benefit evaluation index system was established and an innovative cost - benefit evaluation model was proposed. Zhazihe Reservoir, a decommissioned reservoir in Qinghai Province, was evaluated by the model and system. The results show that the evaluation system and model are scientific, rational, feasible and practical and correspondent well to the evaluation results of reservoir downgrading and decommis- sioning.
