摘　　要：综合运用文献分析、访谈和开放式问卷调查方法,辨析了网络政治参与行为的概念结构,收集、整理和归纳了网络政治参与行为的维度和测量指标;并运用类属分析方法,发展出包含网络政治信息获取、网络政治意见交流表达和网络政治行动三个维度8个题项的网络政治参与行为量表。探索性因子分析发现,量表较好地反映了网络政治参与概念的结构和城市居民网络政治参与的实际状况,并具有良好的信度和效度。By using methods such as literature analysis, interview and open questionnaire, this paper identifies the conceptual structure of the political participation behavior on the Internet. Dimensions and metrics are identified through data collection, classification and summary. By using generic analysis method, this paper has developed a scale to indicate the political participation behavior on the Internet through three dimensions--finding political information on the Internet, communicating or commenting on political ideas on the Internet, and taking political actions on the Internet. By using exploratory factor analysis method, it shows that the scale is good at reflecting the conceptual structure of the political participation behavior on the Internet and the actual condition of urban residents＇ political participation on the Internet. This scale is proved to be reliable and valid.
