摘　　要：在阐述铁路货物装卸业务外包存在的外包装卸企业作业人员流失严重、人员培训力度不够、安全管理有待加强、装卸服务质量有待提高等问题的基础上,运用风险管理的方法对其原因进行分析,提出提高装卸机械化比重和集装化水平、加强外包装卸企业从业人员队伍建设、提升外包装卸企业安全管理水平、提高外包装卸企业装卸服务质量等提高铁路货物装卸业务外包工作质量的对策。Based on these problems including serious loss of personnel handling enterprises, personnel training gap, safety management needs to be strengthened, and handling service quality needs to be improved in the railway loading and unloading business outsourcing, this paper uses risk management method to analyze its causes, and proposes countermeasures for improving the outsourcing of railway cargo handling business, which including improving the proportion of container handling machinery and level, strengthening the construction of employees in handling enterprises, enhancing the safety management level of handling enterprises, and improve handling service quality of handling enterprises.
