“国门生物安全”概念辨析

摘　　要：国门生物安全是指一个国家(或地区)处于一种没有因管制性生物通过出入境口岸进出国境而产生危险的状态。具体而言,国门生物安全是指通过综合性的风险管理措施,使一个国家(或地区)没有因管制性生物通过出入境口岸进出国境而对本国的生物、人体生命健康、生态系统或生态环境、物种资源、农业生产等产生危险的客观状态。国门生物安全涉及农林业生产安全、人身安全、生态安全、经济安全(包括国际贸易)以及社会安全等,是国家安全的重要组成部分。在实际工作中,国门生物安全工作主要是从进境防疫的角度,防止外来管制性生物进入本国(或地区)而产生危害。The basic meaning of the word Biosafety at Border Corssings is that a country or a region is in a situation without danger caused by regulatory organisms in and out of border crossings. To be specific,Biosafety at Border Corssings means that in a way through comprehensive risk management,a country is in a relatively stable situation without danger caused by regulatory organisms in and out of border crossings,which may result in dangerous consequences for a country＇s creatures,human＇s life and health, ecosystem or ecological environment,biological species resources and agricultural production. Biosafety involves safety such as a country＇s agricultural and forest products safety,human being＇s safety,ecosystem safety,economy safety including intemational trade,society safety. In the practice,from the perspective of entry quarantine and epidemic prevention,Biosafety at Border Crossings mainly means to prevent foreign regulatory organisms from entering the country and causing danger.
