基层政府构建群体事件应急处置机制研究

摘　　要：群体事件是我国基层政府面临的新挑战,是考验基层党委和政府执政能力的全新命题。基层政府要构建群体事件应急处置机制,需要从意识层面、操作层面、应用层面、技术层面和保障层面合理架构、科学设计、有效实施和及时干预。Mass incident is a new challenge to Chinese government. It is a new test for the grass-root party committees and the government＇s administrative ability. The grass-root government should construct the emergency mechanism of mass incident from the consciousness level, operation level, application level, technical level and the security level to ensure it＇s a reasonable structure with scientific design, effective implementation and timely intervention.
