限制主材基价对水电工程投资的影响

摘　　要：材料费在水利水电工程投资中所占比例较大,在现有的市场经济体制计价模式下,材料价格的大幅度波动会带来工程投资的不合理变化。由此,国家在2002年和2015年的《水利工程设计概(估)算编制规定》中都定义了材料基价及材料价差来约束材料的最高价格。结合工程实例,通过对材料原价及新、旧编制规定中材料基价的对比,探讨了主要材料基价对水利水电工程建设投资的影响问题。The material cost is of large proportion in water conservancy and hydropower project investment.Under the current market economy system,material price fluctuation will bring unreasonable changes in project investment.Our state has defined the material base price and the price difference to constrain the maximum price of the materials in 2002 and 2015＇s Provisions on Budgetary Estimate for Hydraulic Engineering Design.Combined with practical engineering examples,original prices and base prices of materials in both old and new Provisions are compared to discuss the influences of main material base prices on water conservancy and hydropower project investment.
