摘　　要：加强农村党组织建设是新时期党建工作的重要内容之一,但是,在实际工作中,农村党组织建设仍面临着许多新情况、新问题。为确保中省市关于打赢脱贫攻坚战一系列决策部署的贯彻落实,提高扶贫工作针对性和有效性,洛南县石坡镇党委于2016年6月对全镇农村基层党组织建设的现状和存在的问题进行调查,提出"两强制、两推动"解决措施,旨在提高农村基层党组织的战斗力。Strengthening the construction of rural Party organizations is an important part of the work of Party building in the new era. However,in practical work,the construction of rural Party organizations still faces many new situations and new problems. In order to ensure that provinces and cities on the fight against poverty out of a series of decision- making and implementation of the deployment,to improve the pertinence and effectiveness of poverty alleviation work. The Party committee of stone town of Luonan county Began to investigate the present situation and existing problems of the whole Construction of Grassroots Party Organizations in June 2016,putting forward an measure of ＂Two coercive,two push＂to promote the fighting force of the rural grass- roots party organizations
