江苏省农业循环经济发展综合评价与障碍因素分析

摘　　要：在构建江苏省农业循环经济发展评价指标体系基础上，运用熵值法综合评价与分析江苏省农业循环经济发展状况。结果表明，2000-2014年江苏省农业循环经济发展水平和质量总体呈不断上升趋势，其中经济与社会发展和资源循环利用2个分类指标评价值总体呈上升趋势，对江苏省农业循环经济发展具有较大促进作用；资源减量投入指标评价值总体呈下降趋势，资源环境安全指标评价值在一定区间内波动，两者成为江苏省农业循环经济加快发展的主要障碍因素。障碍因素分析表明，影响江苏省农业循环经济发展的障碍因素主要集中在资源减量投入因素，资源环境安全因素次之，资源循环利用、经济与社会发展两个因素障碍度很小或为零。在此基础上提出推进江苏省农业循环经济发展的对策建议。Based on constructing an integrative index system for evaluating the development level ofagricultural recycling economy, used entropy value method to make comprehensive evaluation of thedevelopment level of agricultural recycling economy in Jiangsu Province. The results showed from 2000 to2014, the level and quality of agricultural recycling economy development in Jiangsu Province showed arising trend, in which the evaluating value of two the classification index of economic and socialdevelopment and utilization of circulative resources showed a rising trend in whole, which had a greatpromotion to agricultural recycling economy development in Jiangsu Province; the evaluating value of theinput resource reduction showed the trend of falling down; the evaluating value of resources andenvironmental safety fluctuates in a range, both were the main constraints of the further development ofagricultural recycling economy in Jiangsu Province. The obstacle factor analysis result showed that the mainconstraints of development of agricultural recycling economy of Jiangsu Province focused on： input Ofresource reduction factors, followed by resources and environmental safety factors, the obstacle degree ofutilization of circulative resources and economic and social development factors were fairly little or nothing.On the basis of this, several suggestions were put forward from promotion of the development of agriculturalrecycling economy in Jiangsu Province.
