海上丝绸之路战略背景下的港口合作机制研究

摘　　要：海上丝绸之路战略实施以基础设施互联互通为先导,港口互联互通尤其重要,因此必须构建完善的港口合作机制。在分析海上丝绸之路战略背景下港口合作内容及模式的基础上,指出海上丝绸之路沿线港口合作现状及存在问题,以解决港口合作过程中存在问题为出发点,构建涵盖合作平台机制、合作主体机制、合作动力机制、合作运行机制、合作保障机制以及合作协调机制在内的港口合作机制,最后提出港口合作机制构建的政策建议。Infrastructure interconnectivity plays a leading role in the implementation process of Maritime Silk Road strategy, the interconnectivity of ports is particularly important, thus a sound port cooperation mechanism must be established. On the basis of analyzing the content and mode of port cooperation under the background of Marine Silk Road strategy, present situation and problems of port cooperation along the Maritime Silk Road were pointed out, in order to solve the problem in the port cooperation process, a port cooperation mechanism which includes the platform mechanism, subject mechanism, dynamical mechanism, running mechanism, guarantee mechanism and coordination mechanism is established, finally, policy recommendations of establishing the port cooperation mechanism were put forward.
