摘　　要：有唐一代,中央政府在龟兹设立了以安西大都护府为核心的一整套军政管理体系,保障了中国边疆的安全,维护了国家的统一,促进了丝路的畅通,并推动了当地社会的发展与进步。龟兹石窟及其出土文书保存了唐代治理龟兹的珍贵信息与资料,文本通过深入研究,以期使学界对唐代治理龟兹的政策与措施及其取得的巨大成果有更深的认识。The military-political administration systems with the Anxi Grand Protectorate at the core, set by the centralgovernement of Tang Dynasty in Kucha region, accomplished the goals： border security, state unity and silk-road flowing, andpromoted the development of the local society. The intensive study on Kucha Caves and the Unearthed Ancient Documents willgive a deep insight into the policies, measures and the great achievements adopted by Tang Dynasty.
